Why are parents allowing there children to spank there brothers and sisters?

This is a part two of the question who is spanking you child? or things like that. I have been ready alot of stories were there older brother or sister were giving them bare or not bare bottom spankings then I Found stories were younger brothers and sisters were spanking there older brothers and sisiers. Yes you red that right a sixteen year old spanking a eighteen year old I could not believe it. So I was wondering why this is going on? so I want to here from you the spankee or the spanker
