Unhappy with my child principal and her resolve to bullying

Hello
My name is Robert, my daughter is 11yrs old and is currently in grade 6 in a catholic school in Toronto. We have had issues around a specific child who has been bullying my child for the past few years. We met with the parents and children, we moved my child out of the class of the bully in grade 3, we had the school social worker try to put resolve to this matter last year, which brings us to this year.
Over the past few weeks the bullying has increased to verbal abuse, indirect physical contact to the point that my daughter had begun to pluck her eye lashes because they said she was ugly.
We went to the school and requested to meet with the teacher and school principal about this matter. The principal did her investigation and basically said to me today that the bullying begun because my daughter was told a secret from the bully who in the first place was not suppose to tell my daughter. The friend who told the bully was upset with my daugher bully and then the bully lashed out at my daughter because she talked about this secret. The secret was about American girl dolls.
The bottom line, I was told that the bullying this year began because my daugher let out this secret. Justification for the actions towards my daughter.
I would like to know what my next step should be, The principal wants to leave this with a girls group at Our Lady of lourdes and help them through this.
Can I forwaard this to the school superintendant or school trustee? I believe that we went through the proper channels, we went to the teacher, we went to the parents to resolve the bullying, we had the school social worker try to resolve the bullying last year and once again we are back to the school and still nothing is happening?
Any suggestion would be greatly appreciated.

The only option I can suggest is, have this dear little girl moved to another school. If the School authorities act like lame ducks in the face of clear bullying evidence, this could well ruin your child. So it appears that getting her away from the situation can only improve her life.
