Ten year old nephew steals from cousin on his birthday... what else should I do?

10yr old steals from 9yr old cousin on his bithdayI had a birthday party for my 9 yr old son he invited his cousin who is 10. My son was given money for his bithday, he put his money away which only his cousin knew where he put it at. When my son went to get his birthday money it was gone. This isn't the first time my nephew stole from my son, he also took a xbox game. I confronted my sister about the game and she refused to believe that her son would do that. Why would her son steal when she could afford to buy it herself or he could ask grandma. Well a week later he admitted to taking th game, he was very sorry and could I please not tell his mom. Thinking he wouldn't steal from his cousin again I didn't say anything. Now he stole his money. I knew it was going to be a waste of my time but I asked my sister if her son took the money, so she asked her son and he said of course, he didn't take the money and why do I blame her son for everything. Has anyone else gone through a stituation like this and could give me some advice.
