My son's 2nd grade teacher threatens to "get her paddle out".

My son is a quiet/ shy child in school. His school has never had a behavior problem with him at all. He has although had a problem finishing his work on time. Last night he over heard his father and I discussing paddling in school. He asked me "what is a paddle?" and I told him.. He was clearly upset. He told me that he has a lot of hard work to do in class, and when he doesn't finish on time, his teacher has said to him " am I going to have to get my paddle out?". Now that he knows what that means, he is afraid to go to school even though I assured him that she isn't going to spank him. I don't know what steps to take first. He was very upset last night thinking about going to school today. What step should I take first?
