My four year old son is acting out inappropriately

I have 3 children, a six year old girl, a four year old boy, and a four month old girl. I have no issues at all with my oldest but my son is another story. He does not respond to discipline of any kind. He is aggressive to animals and I recently had to rehome our dog because the dog had to kept away from him which resulted in her being isolated from the family.
Earlier he was using the restroom and when he came out it smelled very bad. I went inside and he had smeared poop all over the floor(He has done this several times). I made him get in the shower and I cleaned it up. I was sitting on the bed with my four month old and I gave him his clothes and told him to go get dressed. I was momentarily distracted and I saw him take his penis and stick it on her the back of her hand. I completely freaked out but to be honest I don't know what to do about it. If I have to use the bathroom I already lock her in the room alone so he can't touch her but he did this right in front of me! We have had multiple discussions about how this is inappropriate behavior and that he is not to touch anyone else's private area and they may not touch his. So we had this discussion again but it seems like it's going in one ear and out the other. I have communicated how this kind of behavior is wrong because he did the same thing to his older sister about a year and a half ago when he had also gotten out of the tub. I don't know what to do.
I get most of my advice from an older sister who I am beginning to think doesn't know what she is talking about. She just says that he is normal and that I don't understand because he is a boy. Something is just striking me as being wrong with the behavior. Especially the aggression to the animal, the playing with excrement and now this. Am I over reacting? Can someone give some advice with the best way to go about combating this behavior?
