My 5 year old has had two kissing encounters with different girls..what should i do?

Help, i'm desperate! My 5 year got kissed by my niece when she was only 4 years old. My niece was 7 then and not only did they kiss but they also touched each other's private parts. I had a looong talk with my daughter about the incident. Talked about orientation, and what it means, and why she should not let anyone touch her private parts or kiss her without her consent. I thought everything was understood. Turns out my daughter confessed to me today that she and another playmate had kissed weeks ago while playing "boyfriend and girlfriend". I can't deny that i am upset but i kept my cool. I just don't know what to do now...should i punish her? Should i take her to a child's psychiatrist? Help!!!
