Is it really important to take away the bottle until they're ready to give it up?

I have custody of my son's 2 and 3 year olds; both take a bottle for rest and bed (bottle not left with children once done). Their father is in jail, their mother indigent. Though we have had them since birth, they do have a relationship with their parents. The 3 year old suffers from some anxiety and uses the bottle and his hair to soothe (he's bright with no delays). Neither is ready to separate from their bottles. Is it really such a big deal to make their lives more complicated by taking away their method of dealing with stress?
