Call DHR and ask them. I am sure it is wrong with them. You are suppose to even have so many bedrooms per number of children.

Who cares about legality!?!?? by: Pim
Even if it was a trillion times legal, then a little sense would scream to any reasonable person, that such room sharing is akin to playing with gelignite. The poor teenage boy got no chance; someone will accuse him of wrong doing even if the thought never entered into his head.
Next you will be asking 'is it legal for a tiger to share a bed with a 6 year old boy, who likes pussy cats?' The answer to that would be, ‘No! The tiger's purring may keep the kid awake!'

Stop this nonsense by: Felix
The legality depends where you reside. Anonymously, ring the Police department about this. But irrespective of legality this sleeping arrangement is silly. Do not allow this to continue. Even unintentionally this will lead to serious consequences, the boy could be accused of doing wrong to the girl falsely. Dressing and undresing problems. All eventually will result in 2 damaged children and 2 fighting families. It must stop, at whatever cost because the cost could be greater later down the track. Here's how, find support in your family to have this stopped. Best of luck
