Get his Dad to have a father-son-talk to him, if not possible, ask him.

On the brighter side-if you're short of undies-the kid always will have a spare one on hand!

I guess that it might be age appropriate behavior for curiosity, but you might want to clarify the whole "Moms's underwear" thing. I can see your Victoria's Secret catalog going missing, but not your underwear. A little talk about the birds and bees with Dad (if he is present, if not then you) might be in order.
Hope this helps and that it just turns out to be hormones going crazy.
