How to get my 21 year old son to stop touching our stuff?

I have a 21 year old living with us, his dad, younger brother and I, he gives no trouble at all but this one....HE TOUCHES ALL OUR STUFF, I tried taking his stuff to replace the stuff he takes, but all his stuff is broken, he uses his brother clothes, his father shoes and my CD's and laptop, and leaves them spoilt.....OH LORD HELP ME...I do not want to put him out. his dad does not want that, He is afraid he becomes a vagrant......
