It sounds to me that your stepdaughter is a nudist. You have nothing to worry about, this is normal all over the world. Just set some rules about when and where she exposes herself. If you're not comfortable with her exposed around you tell her to do that in her room, or when you're not home.

Joe, there could be any number of reasons for this. It is not only your problem but the entire family's problem. So bring it to the family and discuss what has to be done. Counseling or remedial correction depends on her age, which you did not provide, so no further sensible advice can be provided.
