8yr old son in trouble at school for patting bottoms

My 8 yr old (3rd grade) son got in trouble at school for "inappropriate touching". The principal called me and said that if he does it again he will be suspended for sexual harassment. How do I: a. Impress upon him the seriousness of this?
b. Figure out if there is a problem?
The principal made a huge deal out of it. I know there is zero tolerance but my son doesn't even know what "sexual harassment " means. I believe he is just a very touchy kid. I also realize he must not randomly touch anyone or pat bottoms. As well as he must follow the rules at school.
