3.5 year old asks the same question over and over

My son will ask the same question over and over. Example; I tell him we are going to go to the store to get stuff to make cookies. I am making a list sitting on the couch with a cookbook in my lap. He asks "are you making cookies" i respond "no, i am making a list, we have to go to the store to get stuff to make the cookies" he asks "are you making cookies?" I respond with the same statement as above...this happens over and over and over again...

We go to wendys, i get him a kids meal with chocolate milk. I don't have a sippy cup and we are a mile from home, so I tell him he can have it when we get home. He asks over and over and over "are you giving me my milk" each time i respond with "you can have it as soon as we get home" he asks it over and over and over and over.....
