The father and husband is harming himself and family by allowing this child to act so provocatively.
Al the family must tell him stop this now!

This is inappropriate behaviour, apparently encouraged by your husband. This must stop or it will lead to the destruction of your marriage, reputation and it may even lead to incest.
If your husband does not stop give him an ultimatum. 'You cease to have her on your lap or I will leave'.

From what you say, your husband appears to be cooperating in this behaviour. He must no longer allow the daughter on his lap, it is wrong and provokes her to act inapropriately.
Particularly since it affronts others as well, this must not continue. If your husband does not stop this situation-and it is clearly in his power to do so, you may have to consider breaking off the relationship. Be aware, that unless it stops now, it will only get worse and could easily lead to incest.
